crashes on windows 7 with kingston hyper x 4gb 1600 mhz

Hi guys got a biostar th55 hd i5 3.2 ghz ,xfx geforce gt 240, windows 7 32 bit ,550 watt psu ,newly bought kingston hyper x green 1600 mhz 4gb stick , hd video lags . Don't know what to do ,windows experience crashes used to display windows experience at 6.9 but now to 3.8 . Do i need to make some changes on bios ??? . PLEASE HELP .Can kingston hyper x not be used with windows 32 bit is that the issue
 
When your PC is starting up you should get a full screen Logo page displayed. At this point start tapping Delete, not like a mad man just nice and steady an easy one two three count kind of pace.

That should enter you into a nice Grey/blue colored screen which is your Bios.

I am not 100% familiar with Biostar boards and even if I was I would still recommend that you consult your Motherboard manual to see exactly how to configure the Ram once you are in the Bios.
