XFX 6950 2GB stuck on 500 MHz

I have seen this problem around but all thing I have tried have done nothing.

-Flashing the bios does not work as it automatically resets (no dual BIOS).
-Resetting clock values in Catalyst and uninstalling all overclocking software/GPU sensor software does not change anything.
-Used RBE and WinFlash to change the UVD clock but still no change, resets its self.

Measured using MSI Afterburner and GPU-Z when games have been running, also with Kombustor.

Anyone experienced this and found a way round?

When do you measure this speed?
If a GPU is not under heavy load, it is usual for it to run at a lower clock rate.

I measure this speed when using MSI Afterburner with Kombuster. The same speed is reported in GPU-Z over a length of time.
