Whats a reasonable speed for the benchmark times with hard drives, and are there ways to improve it?

It depends on the hard drive, there are different sizes and different spindle speeds and different types. So it would be best to say what you have for brand, model size and rpm speed.

The only way to improve hard drive speeds is to keep them clean and not cluttered so defragging will be a good way. A good way to improve your computers performance is to have a SSD for your main OS drive.
