Is this motherboard dead ?

Yesterday I left my pc on sleep a several hours, I do this almost everyday. When I go back to turn my pc on the flashing green light goes on without flashing but the pc didnt start cause I heard no fan spinning. I pressed the power button again and the light went off. Now I opened the side case and I see that when I press the power button the fans try to start , make a spin and then go off again. Still the pc wont start or go to any screen and fans not working. I tried another good PSU I had around on another PC which was working. The other PSU didnt do anything again the same thing. I tried to start without graphic card and only 1 stick of ram. Still nothing. Is this a bad motherboard ? Is the only choice a new motherboard now ? Please I need your suggestions.

It might be the PSU.
Give all your specs including the PSU, brand /model..

Otherwise, check the thermal paste on the cpu, it may have dried out and is no longer doing its duty. Considering that you rarely shut down the PC, the cpu rarely gets a chance to cool down.
