Here are a few things to check:
1. Remove all of your RAM moduels. Reinstall one module like this:
[CPU] | _ _ _
[CPU] _ | _ _
[CPU] _ _ | _
[CPU] _ _ _ |
If no changes, repeat with another module until you've used them all.
2. Try replacing the VGA/DVI cable. If using an adapter, acquire the correct cable to connect monitor directly to video card/motherboard.
3. If you're using a video card, try connecting to the motherboard. If you don't have integrated graphics, see if you can borrow someone else's video card (PCI-E is forward and backward compatible, so don't worry about compatibility).
4. See if you can find a digital multimeter to test your Power Supply Unit (PSU) at the P1 connector. This is the 20/24-pin connector. Alternatively, see if you can borrow a PSU from a friends computer.
