Building a new compuer, with a core i3 processor and a ASRock z75 mobo, while installing Windows 7 the power supply got disconnected causing the computer to shutoff, now when i power up the pc all I get is a blank black screen. What do I do or what has happened?

Solution
You need to be able to get the BIOS on the screen. 2 possibilities (assuming the PSU is working fine):
1. the motherboard got damaged, hence is not sending any data to the graphics card (if you have discrete graphics card), or not sending data to the integrated graphics (if you use that)
2. the graphics card got damaged, in which case you can try to connect the monitor to the VGA on board and see (I believe this motherboard has integrated VGA, as well; correct me if I'm wrong).

After resetting the CMOS you need to use the integrated graphics, not the discrete one. Unplug all the add-on cards, all the memory sticks except one (and you can rotate them to check if any of them is damaged, as well), unplug the HDD; leave only one RAM stick...
I think the power loss caused the corruption of the OS.
If you can't even get into BIOS, then there is another problem. Maybe a hardware component failed, hopefully nothing like the motherboard. Is the PSU still working? Can you check it with a voltmeter?

I went down to check it, and it isn't even turning on. Never moved any wires or touched anything. Only shut down and turned off power on the back of the PSU. Could it be faulty all of the sudden?

Okay I take that back. I re did some wiring and got it to boot. I don't have acces to the BiOS. What other options do I have?

Unplug all the add-on cards, all the memory sticks except one (and you can rotate them to check if any of them is damaged, as well), unplug the HDD; leave only one RAM stick in, PSU, and KB/mouse, using the integrated graphics. Power up and see what happens.

Of course, the PSU has to be in good condition for all that. And don't forget to check the wiring while doing all that, if a connector gets dislodged it can throw all that troubleshooting out the window.
