CPU Fan Starts and Stops - Causes Overheating

When my CPU fan is connected directly to the motherboard, it spins for the first couple minutes that the PC is on, and then stops, which causes the CPU to overheat. I replaced the fan and the same thing happens.

I connected the CPU fan directly to the PSU (using a molex to 3 pin adapter) expecting the fan to run continuously, but it did not run. I replaced the PSU, but the same issue occurs.

Lastly, I connected the fan directly to the PSU and manually started the PSU (not connected to the motherboard or anything except for the fan), and the fan started as if it would spin and maybe did one revolution before stopping. This is the most common result, though when everything is connected properly with the fan connected to the mobo, sometimes it will spin until Windows boots and then stop.

If you've already replaced the fan once, then I doubt it is the fan. And you said you connected it (both fans?) directly to a Molex connector and it still wouldn't run. Then you said your replaced the PSU. The only thing left is the MB. But if a fan won't spin when connected directly to the 12V circuit from the Molex connector, and the PSU is known-good, the fan would have to be defective.
