I installed Sims 3, and I am experiencing this problem: http://i.imgur.com/RK4uivM.jpg

A few months ago, I had a similar problem with Madden 08: http://i.imgur.com/8slEi.jpg

I managed to fix the earlier Madden problem by rolling back Catalyst Software Suite version 12.10 (and accompanying drivers) to version 12.8.

Since then, I've done a complete Windows reinstall, updated all my motherboard and support drivers, run my card on the base drivers only (without Catalyst Control Center), inserted the card into a different motherboard, and changed the .ini files of both games to conform to my monitor's native settings. I also uninstalled the drivers and used Driver Fusion to clean all remnants of AMD software before reinstalling the driver software again. Nothing has worked - the problem persists.

I've submitted a number of support tickets to various tech support websites and a consensus has formed that my card might be the problem. I am not convinced. I still believe this to be a simple driver issue, but I could be very wrong.

Any suggestions?

My Computer:
Windows 7 64-bit
i7 2700K
XFX Radeon HD 7950
8.00GB RAM

Grab the latest version from AMDs website, you might also try uninstalling, reboot into safe mode, run driver sweeper, get rid of AMD - DISPLAY ONLY, reboot again, install latest which I think is 13.2. Where are you finding 12.10 drivers?

The latest is actually 13.4, which I'm currently running. And I already went the driver sweeper route. Didn't work.

Sorry for the confusion, though. Here's a timeline of events if it helps clear things up:

5 months ago - Installed Madden, ran into problems, rolled back to 12.8 - problem fixed (temporarily)
3 months ago - bought a new SSD, reinstalled Windows
2 days ago - installed Sims 3, experienced graphical problem again on Catalyst Software Suite version 13.2 and 13.4

I should mention that my system plays Planetside 2, Dishonored, and other graphically demanding games perfectly. The only games that have given me issues are Madden 08 and The Sims 3.

I just updated to AMD drivers 13.5 beta and that didn't work either.

That interesting... I would run furmark and maybe a couple other things to determine max load temperatures and stability.

I am afraid it can still be hardware. For example a section of bad video memory that only gets used with certain game/driver combinations.
