1. The i5 at 3.4 Ghz is acceptable.
2. The gpu is not a high performance card, it is mid range.
3. 1333 mhz ram is pretty slow if you ask me.
4. The load times is because of the regular hard drive, you need an ssd to get better load times.
5. What is your internet bandwidth, is it 3g, 4g or dsl ?

Are you getting a delay when playing online, or are you getting low-fps? I don't understand why you guys think it's his broadband speeds if it's a frame-rate issue

Come on guys, it is clearly not an issue with the RAM being 1333Mhz or the HDD. That guy had absolutely no idea what he was talking about!

Internet is possible but quite unlikely. I would hazard a guess that you're running to higher settings/resolution for a 660. Try lowering the settings?

What resolution are you playing at? What's the max resolution of your monitor?

Also, the size of the hard drive (you stated 1TB) has little to do with how fast the hard drive is. Example, there is the WD Green series in 1TB but it only has a spindle speed of 5400rpm compared to the WD Black series with has a spin speed of 7200rpm and then there's the Velociraptor series that has a spin speed of 10,000rpm; you will notice a significant difference between one to the next.

Wouldnt explain the browser taking that long to open. But it would explain the crap FPS on PS 2. Was it a fresh install of W8 or did you transfer the HDD from another PC?

Your graphics setting might be to high for a GTX 660. You could always ad another GTX 660 for SLI that might just give you the performance boost you need for some of those games. Really for a gaming rig I would recommend a GTX 670 as that would be able to handle 1080p max setting in most games. So a SLI GTX 660 would most likely give you a good boost in most games.

The ram speed will have very little impact on your FPS in games and the hard drive will only really effect your load times. SSD drive space is very limited and not worth the money just for faster load times and you can't put very many games on one before you run out of space.

Every thing else on your rig looks good. The i5 3570K is a very good CPU for a gaming rig. Really the only thing holding you back is the low-mid range GPU. If you were to add a second GTX 660 or get a better card what PSU do you have in your system as that would have a effect on your choose of GPU's at a later date.

I did change the settings in PS-2 it seems that GPU Physics were on i turned it off and i have in a calm area now 60/70fps
and in heavy are 55/65fps
so it seems that works fine again ^^
