100% CPU usage all the time - COD Black Ops

While playing BO cpu usage is 100% whereas gpu usage is around 50-60%. I have a G620 and a GTX 460 hawk and I am definitely sure I can run this game at almost max. After some googling, I found out that this was a very common issue but couldn't find a solution.
So anyone have any solution ?
Game is stuttering like hell !

I can't overclock my cpu.

Well guess what, after installing the patch everything is fine. No stutters. Constant 60+ fps and minimum 40. This is great. CPU usage is still high though, 85-100% but not constant 100%
Already on the WMD mission

you cant overclock even a hair? i know even the non k series cpus you can overclock them slightly higher

No, not a bit. Both mobo and cpu don't allow overclocking.
