Pc not booting up, only graphics card boots up for a second?

Hi, I have a problem as I don't know whether my pc not booting up is a psu or mobo problem. I have a Corsair cx600m psu and an ASrock z77 pro 3 motherboard. One thing I noticed is that the gpu fans spin up for only a second.
I have everything in correctly, and I have taken my psu back to microcenter to see if the problem was with that. However, they did not diagnose the problem and only replaced the psu. I have yet to reinstall it, but I was wondering whether you folks could tell me.

Now i'm really confused, because when installed the psu (new one) externally and turned it on with it only connected to the mobo it turned on the power button, but now when i put it in and connected it internally to everything, it just didn't run anything at all? :pt1cable:

i'm using the intel stock cooler with the pre applied thermal paste, so i'm pretty sure that's not the problem because when I turned on the computer with the psu on the outside of the case only hooked up to the mobo it turned on. But when I installed the psu into the inside of the case and hooked it up to everything else, not one thing would boot up. It was very odd...

There might be some errant standoffs, the things that connect the motherboard to the PC back plate.
Any standoffs not in use should be removed (if they are the brass ones, you will need a pair of pliers to unscrew them).
