Haswell is to Ivy Bridge what Ivy Bridge was to Sandy Bridge. About a 5-10% increase in performance, and lower power utilization. The real difference is in integrated graphics, but not enough most standard gamers or anyone with a discrete GPU.
The 3820 is a very poor choice for x79 because it's quad-core versus hex-core, not because of the clock speed/OC capability. If you're gonna go x79, the only processor that makes any sense is a 3930k unless you want to dump extra money on a 3960x/3970x. I would stick with a 3930k though.
Honest opinion, should I wait for Haswell to come out in June or get 3930k right now? Or doesn't really matter?
If you're looking at x79, the next processor in line is Ivy Bridge-E. There's no solid release date yet, although it should be out 3Q 2013 (so around the June-July time-frame).
Personally, given how the first gen Ivy Bridge did with the crappy TIM, I'd stick with Sandy-E and go with a 3930k. As a bonus, I found a promo code on Newegg if you can shop there.
