Only if you aren't properly grounded or you haven't unplugged/turned off the PSU so the computer still has power.
If you are properly grounded and the computer's power is disconnected there is minimal risk from handling any components including ram. In fact, reseating ram is often suggested as a solution to ram issues.

Reseating the ram sticks will not harm or damage your computer. Why do you need to reseat the ram? Have you done the reseating or are you having an issue that you feel reseating will help. Can you be more specific as to what you are trying to do.
