is my graphics card bottlenecking my cpu?

My specs are:
Processor: A6-3620 2.2GHZ
Graphics card: 7850 2GB
MOtherboard: AAD2h2 Holly
8 ram:
powersupply: 600 watt. Also I have been getting 30-40 fps while the graphics card promised around 60 for ultra. Is it because of my processor? I tried overclocking but nothing work.
The best processor I can only buy to fit my motherboard is a 3.0 GHz. The socket is currently fm1.

i think you can try overclocking on a higher frequency with a decent aftermarket cooler. i dont know how much you pushed the system in your previous oc try. but 3.0-3.5GHZ cpu frequency can solve the problem
Run Afterburner and check your GPU usage. If you are running at 99% GPU usage in that particular game, then you have no bottleneck. If you are running at less than 99% GPU usage, particularly if its closer to 50% or less in that particular game, then you have a CPU bottleneck.

Yes, I installed afterburner and sometimes it dropped sharply below 50 percent in the benchmark's. So to solve this problem I install a new processor right? like 3.0 ghz?
