When you plug in the molex power cable and turn the PC on, does the drive start spinning. If it is a quiet drive, put your finger on the metal plate (don't touch the circuit board) and try to feel if it is spinning. Is it making any weird noises like a click?

If you can confirm that it is powering up and spinning then shut off the PC and remove the drive. Is your hard drive jumper set to the correct position? The jumpers are next to the molex power connection, a set of 10 pins with a piece of plastic (jumper) that covers two pins. There should be a diagram on the drive itself showing you where to put the jumper when you need to set the drive as a master, slave or CS (cable select). If you are using it as the main disk and it is...

If you are using it as the main disk and it is plugged into IDE slot 1, then the jumper needs to be set to "master". If you are using it as a second drive and it is on the second position on the ribbon, then it needs to be set to "slave". The same goes for all the other drives including the DVD or CD drive.

Once you make sure the jumpers are in the right places, go into BIOS. Go to your system or main setup page and make sure the BIOS is seeing that the drives are present. Then, go into the boot menu and make sure the main drive is selected.

If none of this works, there is a very good chance that one of the components is damaged. It may be:

1. The hard drive itself
2. The IDE ribbon cable
3. The power supply molex cable (unlikely)
4. The IDE slot on the motherboard

A quick google picture search comes up with a bunch of helpful self-explanatory pics that may help:
