2gb ddr2
Viewsonic lcd

Would need to know some information about your power supply, but you wouldn't want to go much higher than an AMD Radeon 7750 in order to avoid bottlenecking.

i think a c2d at 3.2ghz can pull anything upto the level of hd7770 or gtx 650 easily without any bottleneck.......

also they don't require too much power.....

According to his PC i dont think he has a good PSU and also 2 Gb ram. So i would suggest HD 7750 requiering no extra power.

Also hope that it is in his budget
