I have recently installed a new radeon hd 7850 graphics card, and when I play the witcher 2 on ultra minus uber sampling, there is a distinct smell of burning plastic. The graphics card is running at 64'c at this point, which is, according to a quick google, normal. I've had to set the gpu fan settings to 70%, is this normal, or at all dangerous?

You may be smelling the thermal compound setting. Just keep an eye on your temps (and 64* is absolutely fine). Also, try MSI afterburner for your gpu and set a fan curve. It will definately help keep the temps settled.

You might just want to check the edges of the shroud to be sure they are not "bent" or wedged against the heatsink and/or heat pipes.
