Will this CPU work in the USFF?

Unfortunately for USFF owners not much, as I stated above, small upgrade in CPU is possible, but not to the QUAD. Also, if you can not install Video Card, what would be the point of your upgrade? It would be good only for office use, not for pleasure!
Sorry to bring you the bad news, but it is true - I really searched Dell forums for answers and nothing positive, general information doesn't apply to Dell PCs!

Would you know how much wattage the PC uses as standard?

So far I was not able to find confirmation about Q6600 in 745 USFF, I can guarantee Q6600 working in Optiplex 745 SFF, however there is problem with power supplies - 745 SFF has 275 watt PSU and 745 USFF has only 220 watt PSU, this can prove fatal.
The only upgrade most likely to work here is E6600, PSU upgrade is not possible here, at least I did not see one yet.
Also, USFF doesn't have PCIE slot, just FYI.

An Optiplex 745 will run a Pentium D (95w to 130w), core duo, or core 2 duo 1066fsb, or core 2 quad 1066fsb.
The quad core ships that will run are the Q6600 and the Q6700 (105w each). I've done both, they work well (I ran them in full towers)

I would not recommend running the quad core chip in an ultra small form factor case for cooling issues and because you have a 4gb memory limit (2 memory slots) and no good options for discrete video. I would get a 745 tower if at all possible. Then you can run a quad core and up to 8gb memory and most importantly, not worry about cooking your PSU or the capacitors on the motherboard.

If you want to beat around the Internet and run office apps, stick with the 745 USFF run a core 2 duo 6400 and win7 32bit with 4gb memory.

If you want to do more, get a 745 tower, max the memory, upgrade the PSU, and get a decent gaming card and you can run photoshp, game, etc.

If you need the space and want to get crazy (and have an unlimited budget), get a 755 USFF and run a core 2 quad 9550S. You'll still have that 4gb memory limit but it will go real fast and stay at a 65w

It seems that OP already has USFF on his hands and wants to upgrade, so what are you offering?

1) What PSU and graphics card would you recommend?
2) How come the 755 can run a quad well, but not the 745?

If you have USFF, you can not upgrade video card, because you don't have PCIE slot on motherboard, PSU is also proprietary and can not be upgraded.
Also, lysinger was talking about SFF and MT models, not USFF. USFF has different motherboard, hence the limitations!
