Com port being blocked ~ hard problem to track

I have 2 windows 7 machines and 1 windows xp machine. The win7 machines are pro 64bit. The xp machine is pro 32bit. I am having trouble using my opticon 2001 handheld barcode scanner. It connects via usb to a virtual serial port. I then use some of our studio's special software from our photo lab to connect to the scanner and download the scanned information. They worked for weeks on all of the systems then mysteriously it stopped working on each of the Win7 machines just a couple of weeks ago. It still works on the winxp machine. Below I have outlined the troubleshooting steps I have taken.

1. Contacted the company I purcashed them from. Tried to troubleshoot it and they asked us to send them back. They sent us a new one and still the same issue.
2. Contacted the actual manufacturer OpticonUSA. Did a one on one screen share and tried to troubleshoot it. No help.
3. Checked for spyware/virus, looks clean.
4. Looked for software changes in the previous 30 days of the problem. Only 1 or 2 installs. I uninstalled the programs as well as cleaned the registry of any trace of those programs.
5. Installed a companion program to the scanner that allows direct reads to the scanner to see what's on it. Anytime I open the program it correctly identifies the port the scanner is connected to but then errors out saying "can't open port"
6. Uninstalled the drivers and reinstalled the latest drivers from the company site. Ensured It was using the updated drivers. No help.
7. Tried to change the COM port that the scanner connects on. It says whatever port I am trying to connect to is being used by something else.

So from what I have done I feel that the scanner is installed properly and that it can be seen by the computer but there is something blocking the com ports. I really don't know how to check that. I tried to use sysinternals portmon but I don't think it works for win7 64 bit pro. Anybody have any bright ideas? Thanks in advance for your help.

I looked into that and my initial reaction was that this piece of hardware only deals locally with the computer not needing to pass through the firewall. But I am in trouble so anything is worth a shot. I completely disabled the system firewall and tried all of the functions again. This was not the solution. It is still being blocked. I restarted the machine and then tested again ensuring the firewall was still completely off on every level. Still a no go. Thanks for you help so far, any other direction we can go?
