Is power supply DOA?

After finishing my first build, I was devastated to find my computer not turning on. After replugging everything, and it still not working, I decided to try the paper clip test. Lo and behold, my fan did not turn. Rather, it twitched for a split second but nothing beyond that.

Is my PSU dead and if so, why does my fan twitch still?

Paper clip failed RMA it. And btw use a voltage meter set it to 20 V and check the black and yellow/red/orange cables after conecting the cables. One of my old PSU dsnt work with fan installed :D .

But but as it is new i strongly suggest to RMA.
