"Local Area Connection"doesn't have a valid IP config"

Okay i m at my limits. It's been a week. Listen to my problem which you will find amusing and of course you will go crazy. Suddenly as i was watching youtube videos 1 week ago my internet became limited. I said " I will fix it in the morning"
The next morning though it wouldn't recognize the network. I called my ISP they couldn't do anything. What i did after reading like a billion threads on the internet :
1. Switch off modem and turn on again.
2. Change my ip from automatic to static.
3. Reset CMOS.
4.I tried the cable of my desktop on my laptop and it worked.
5. My wireless internet on my laptop works.
6. Wired connection on desktop doesn't work. I dont have wireless on desktop.
7. I changed the cable of my desktop still doesn't work.
8. Reset to factory default settings my modem. ( i dont have a router)
9.I also change the network adress with the 12-value numbering ( max 9 and F ) still nothing worked.
10. Deleted Bonjour ( I heard it can cause problems)
11. Reset modem's settings through my web browser.


After all of these, i found a post on the internet to change the value of the speed/duplex settings. I had it on auto-negotiation and i put on 100mb full duplex. It worked, but my internet is ultra slow since then. When i put it back to auto-negotiation as it was like that for the past 4 years with the same isp provider it doesn't work. It can't recognize the network.
My ethernet card is ON BOARD CARD. It worked for so many years with the same ISP, AUTO-NEGOTIATION. NOW it doesn't. Also when i put it to full duplex 100mb i can't connect to any clients of games ( such as lol, steam ).
I want to have auto-negotiation back again but i want it to be recognized :(.
