GeForce GT 430 not being detected?

I'm trying to add a NVIDIA GeForce GT 430 1GB Low Profile graphics card to my Dell Inspiron 531s (Win7 32bit, 250w PSU). I've inserted it into my computer (I made sure it was the correct slot by referring to my motherboard's manual) and the fan does begin to turn when I power on my computer, but nothing else. When I try to plug my monitor into it, it gives no picture at all, as if it were plugged into something that was turned off.

There's an onboard 64MB GPU chip for my motherboard, and I have tried disabling it (both through BIOS and device manager, though BIOS didn't really give the direct option to) as well as uninstalling its drivers. Neither proved to be useful, as the new graphics card still doesn't get detected. It doesn't show up in device manager or any other hardware detection.

I've tried giving init display priority to the PCI-E slot in BIOS, that didn't do anything.

Whenever I try to install the proper drivers for the new card, it tells me "could not find compatible graphics hardware". I ensured these drivers would be compatible with my computer (Win7 32bit).

Is there some vital step that I'm missing here?

It was manufacturer refurbished to be in the same condition as a new card. If no other solution comes up, it may be just that the card itself is a dud.

Remember the return day, if no one comes up with the solution, can you return it for refund or exchange?

Probably, yes.
