Can Radeon Card Use Less System RAM?

Hi,

I have a Toshiba Satellite C675D-S7109 laptop with an AMD Radeon HD 6310 graphics card. The Radeon card has no onboard RAM; it is utilizing 2.4 GB of the 4.0 GB of system RAM, leaving only 1.6 GB for everything else! The system owner is an old lady who doesn't do graphics-based games. Is there any way I can configure the Radeon card to use less system RAM?

And there it says "usable ram" and probably "reserved for hardware"? That would be a problem with the ram sticks. The dynamic video ram is not outside windows, it's part of the address space.

Windows 7 SP1 64-bit Control Panel / System / View Amount of RAM and processor Speed - shows system RAM available.
Confirmed with CPUID CPU-Z utility.

Maybe I'm wrong about the Radeon using it, tho. Is there any utility you know of that shows RAM allocation outside of Windows?
