Seagate ST2000DM001 2TB only being read as 1.97GB?!

I just built my computer, everything is working just fine except my HDD, I used my SSD for boot and wanted my HDD for storage, I found out how to format it but the maximum space it reads is 1.97GB. It also doesn't seem to be recognized as Seagate because it keeps acting like it's from microsoft. Only reason I know it's my HDD is because a few times while messing with it I read somewhere ST2000DM001. I don't know if I should RMA it or continue to mess with it, any help?

It says Microsoft storage space device properties , I think I found my problem. I can see my HDD in HD Tune but not in disk management

Firstly, if you buy a two terabyte hard drive you're not going to get the full two terabytes. You should end up with about 1.8 because of losses to overhead. Overhead is the space that is set aside so the data you store can actually be located.
Now, there's some stuff I need to know before I can tell if it needs to be RMA or not.

Did you actually manage to format it?

Could you move any files over to it?

Please download and install HD-tune. It's a free diagnostic program.

Does HD-tune detect Your HD? It should say something like "seagate std2000 2tb" etc

Click the health tab, what does it say?

Run a quick error scan and see if all the blocks come back green. Make sure you do this to the HD, not the SSD.

Looks like everything is fine to me but I know it's supposed to be 2TB and I can move files to it as long as it's under 1.92 GBs

I don't think the problem is your HDD. The HD Tune tests all look fine.
I would delete the 1.97 GB partition and see what happens. Normally you should see 1.8 TB of unallocated space.
Maybe you accidentally selected 1.97 GB instead of the full capacity when you formatted the drive?

How would you delete it? I deleted the volume but it still says 1.9GB of unallocated space

To make sure you're testing the Seagate and not a USB stick or memory card (for which a capacity of 2000 MB is pretty standard) right-click on the Disk 2 area and select properties. The name of the device should be on top and in the title bar (ie. it should show Seagate ST2000DM001 Device Properties or something).
The HD tune screenshot didn't show any volumes. Normally it should have shown the 1.97 GB NTFS volume.
