Is my motherboard the source of sometimes low and sometimes high FPS in games?

So, ever since I've built my computer, I've been having issues where I will get extremely high FPS (Never drops below 55 on max settings), but mostly low fps (generally around 15-25).

So I thought it was my GPU, my original was a GTX 460, and I replaced it with my friend's 550 2GB (I believe it was the 550). Still had the same problem. Now I bought a new HD 7950, and that STILL didn't fix it. So, I read that the motherboard could cause this problem, I don't really know how reliable the source was though. It did this with a 600W PSU as well (which just went out), so I doubt it was a power issue.

Also!! It switches FPS whenever I restart my computer. This actually just happened: I left my computer running for 2 days, and got high FPS, and then I turned it off for a little break, and now I'm receiving low FPS. It's not an even rati of high to low fps either, it's usually low.

Anyway, here's my specs. I'll try to list as much info as I can.

Mobo: Biostar A880GZ (very cheap motherboard, no overclocking)
CPU: Phenom II X4 3.2ghz
PSU: 400W Sparkle (still got high FPS using this, but I do plan on getting a new one soon)
GPU: Radeon HD 7950
RAM: 8GB 1333.

My graphics settings are always the same (max), and it happens on the same game (this morning, playing Bioshock Inf. at 60FPS, reset my computer, getting 25FPS in the same location)

I checked my GPU temperatures, never really exceeded 68C, and the load averaged around 60%.

So if you guys think it's the motherboard/CPU, then please let me know! This has been bugging me for a long time!

Well I would not run your system or push it very much what so ever until you get a good PSU because that Sparkle 400w will most likely blow up under the strain.

As for your mainboard I have not used that one but I have never had any luck with any Biostar motherboard ever.

What do you mean by any luck?
 
I still have some old ones that work but a lot were really wacky, sometimes parts worked sometimes they didn't.
not saying they haven't been improved upon.

PS would help the bigger card. seems CPU bound. you also didn't mention resolution. turn it down to 1200x something and see if the frames go up.
