Power Supply 12v undersupplying power?

My Rosewill Xtreme Series RX850 seems to be under powering i think? I first noticed my power supply acting up as when I put my hard drive under stress it would start to make clicking sounds. I turned out that my hard drive was messed up from Newegg. Now that ive got a working hard drive Ive been monitoring my 12v supply ( I think powers the motherboard?) it sometimes drops to 10.5-11.5v. Will this causes issues later on for my computer or will it be fine?
 
How are you monitoring voltages? If it's via a program, then it's not necessarily reliable. The most reliable method is using a multimeter, but that's kinda technical.

12V is what powers most of the computer nowadays, so if it's really dipping that much it's a serious problem. But I doubt it.

10.5 is out of spec. 11.5 is low, but not bad. Seeing as you are probably using a software program to monitor the voltage, the next step would be to measure with a volt meter. Set it for DC voltage. Grab an old style "molex" plug like we used to use for hdds. Plug the black probe into a hole fed by a black wire, and the red probe into the hole fed by the orange wire. As long as you are 11.2V or higher the PSU is outputting acceptable 12V power.
