Are you absolutely sold on a touchscreen? The Lenovo Y500 is the best in this price range, but it doesn't have one. I'm not certain what you're asking for exists TBH.

It actually comes with touch under a certain model now. http://www.amazon.com/gp/product/B00K6ZIFFG/ref=olp_product_details?ie=UTF8&me= . That being said, I hate Lenovo. Worst customer support. Even does false marketing by selling laptops online and forging their specs. Can't be sued because they are "not liable for typos". Also most of there laptops are single band ac.
Any ways to answer the question, you don't need a gaming laptop for these games. A Intel 4000 could play these games on medium graphics. To me, I like the Toshiba radius or HP envy x360 (on sale today only for 500 at best buy). If you really want dell, just search touch screen laptops on dells website and everyone will be able to play those games if the laptop is over 400 dollars
