What is the recommended overclock for the Gigabtye Amd 7950?

Well, only you can tell us for sure. Just keep raising the clock slowly and testing it until it starts artifacting/crashing and then back off it.
Most 7950's will let you over clock the vram to 1575. The gpu clock speed is gunna vary. My main card is stable at 1040 MHz at stock voltage. Haven't messed with voltage at all as it already gets pretty hot in crossfire mode because of the second card below it.

If your HD7950 have a good cooling you should aim for 1200Mhz on core and 1500Mhz for the memory.
If your HD7950 have a reference cooler you should aim for 1000Mhz on core and 1500Mhz for the memory.
in both case you need to rise the vcore as well.

My 7970s are stable at the maximum clocks allowed by the BIOS, 1125/1575. I'd imagine your 7950 should be able to hit similar clocks, though I have no idea what your BIOS limitations are.
