Problem with USB after changing PSU

I bought a GTX 660 to replace the integrated card on my AMD A10 5700 prebuilt system. I replaced the 300 watt power supply with a Dynex 520 watt power supply, but the fan would spin for half a second and the pc wouldn't power on. I put in an Antec 500 watt PSU from an older pc and everything worked fine.

I used the pc all day and had no problems. I shut it down properly, and the next morning, I turned on the pc and after it booted, the USB ports would not respond. I can't use my mouse or keyboard to troubleshoot and the pc doesn't have ports for older non-USB peripherals.

The mouse lights up during the bios and boot sequence and the keyboard works in the bios menus, although it is really slow to respond and acts erratically. Once Windows boots, the keyboard and mouse lights shut off and nothing responds on any USB port. I have 2 USB ports in the front and 6 in the back. I'm using Windows 7 64-bit.

I switched the PSU back to my original and removed the new video card and I still have the same problem. I tried temporarily removing the battery on the motherboard but it didn't help either. Did something go wrong with the USB ports?
