I'm going to go with #2. I like the slightly better processor, and the video card is virtually identical to the one in #1.

The answer really depends on the games you play, multi-player go for the better CPU, I have to overclock my 3570k alot to get comparable performance in planetside2 to my 1090T OC'd. If I had to buy again I would have stuck with AMD (not trying to start a flame war, I just have no experience with the i7 which would probly be even better).

The best of both worlds would be to buy a used 580 or something for $200, my 480's still smash all games I play with all the candy turned on.

7950 will handle the ultra setting on single player. Not sure about the 7870, I guess it would depend on the OC you could give it.

No, you won't play at ultra with either: http://techreport.com/review/24703/amd-radeon-hd-7990-g...

With not even using everything at ultra, a single 7970 is getting 21 FPS, though it is at 1440p, so it'll be a little better at 1080p, but still not great.

I'd opt for #2. The 2nd one allows you to OC your CPU. The CPU is likely going to be something you keep longer than your graphics card, so you might as well have the strongest option there, and the 7870 XT is the same core as the 7950, with a few less shaders.
