please help. I already tried the SFC in Command prompt but it does not continue and instead says that it cannot perform the requested operation. This error message only appeared after i accidentally deleted some files in my Public User folder and Administrator User folder.

Google says this is a usually problem with Visual C++.
If that's so, going back to a previous System Restore point might fix it.
If that doesn't work, you might try reinstalling Visual C++ Redistributable.
