16 gigs to 1 gig after Dish DVD format

I formatted a 16 gig thumb drive to use on a DISH Hopper to store some recorded shows. When I transferred the data back to the Hopper DVR for perm. storage and attempt to reformat drive on my PC, it shows the drive is only 1 gig. Where did the other 15 gigs of storage go? How do I get back the full storage ammount? DISH has been no help in this matter.

How do I delete the partitions? I tried using Windows but got a message stating it couldn't be done on a flash drive.

You should be able to go to Right-Click on Computer, Left-click on Manage. Click yes if WIndows asks if its okay to run as Administrator. On the left you should see Storage, and under it "Disk Management" this tool should let you delete the partition on your Flash drive by selecting its drive letter and picking delete. I have used it to do this before.
