Bad power Supply voltages

I'm not sure at all, but I'm pretty sure the voltages are bad.

Please, tell me if this voltages are even close to be right... This is weird, in the BIOS all voltages are inside the parameters.

Another test, 3.3V rail looks better, 12V still bad...

BTW, speedfan and Hmonitor don't work :/ No voltages measurement...

Should I test it with a voltmeter?
