7950 vapor X voltage, load and clock spikes

Hi, i bought this card 2 weeks ago and i have this problem while playing any game

I have tried to change the OC button off, the clock spike doesnt happend anymore, i try to manual overclock on non-oc and oc profile it still spikes between 850mhz and the oc clock

I am using 13.4, and i have tried 13.5 beta, same result.
My specs: 3570k stock, msi z77a g45, 8gb, corsair 750TX

That is "normal" behaviour for these cards. AMD uses a technology called "Power Tune" in 7000 series GPUs: http://www.amd.com/uk/Documents/PowerTune_Technology_Whitepaper.pdf
It downclocks the GPU automatically to keep it within TDP constraints.
That said, make sure you have "Power Control Settings" in your catalyst driver...

That said, make sure you have "Power Control Settings" in your catalyst driver (under Performance --> AMD Overdrive and check "Enable Graphics OverDrive)) set to +20% - that sets a higher upper limit for Power Tune.
Also if you use S3 sleep on your PC, the +20% power is NOT applied upon waking (at least it wasn't the last time I checked), which might also be part of your issue.
Mostly I can get 1100/1450 MHz stable across MOST benchmarks and games on my Vapor X 7950, but do occasionally see lower clocks in certain situations (i.e. when the GPU is literally at 100% load).

It is working no spikes, but i cant play crysis 3 at ultra with no antialising fluid, is it normal?

You definitely can't get a playable framerate (> 30 fps) on Crysis 3 on "ultra" settings with an HD7950 (even at 950MHz). It is probably the most demanding game around at the moment. http://www.techspot.com/review/642-crysis-3-performance/page5.html (The HD7950 Boost is clocked at 925 MHz, about the same as a Vapor X).
And yes, setting "Power Control" to +20% is allowing the GPU to use more voltage if needed to keep clock speeds up. It isn't adding +20% voltage all the time, only when demanded by the GPU (e.g. when idle or light gaming, it isn't pushing more volts than usual). It's actually a pretty elegant way of doing it imo, and given that it is part of the official AMD Catalyst Driver should be completely safe. I believe when you have the "Boost" button pushed on the Vapor X it is applying the voltage increase automatically, but I could be wrong about that - you can check it with GPU-Z, and see what's it's doing. I use the non-boost setting myself (i.e. 850/1250 MHz), and OC it to 1100/1450 MHz using the Catalyst Driver.
 

Well it should be fairly playable at 30 fps unless it regularly drops below 30??? Or do you mean it's laggy/unresponsive? You've probably been spoiled by 60 fps for too long ;-).

For example battlefield 3 under 60 fps is just unplayable, but crysis in 30 fps is kinda playable but still some sluggishness, but it stays at 30 it doesnt drop
 

That's due to having "vSync" enabled. vSync in Crysis 3 seems to be ported from consoles, and locks it down to 30 fps. If you turn Vsync off, you'll get higher fps, but possibly accompanied by some screen tearing. I'd still turn it off though, and enjoy the higher fps.
