I hae a PC with Ram 4.00 GB (3.00 GB usable 32-bit operating system I hava lot of progams and it isruning slower can I buy moe ram?

With a 32bit OS, no. More RAM will not be usable.

You would have to buy and upgrade to a 64 bit OS in order to use more RAM.
