Why am I lagging?

Hello everyone, I am here to figure out why I am lagging while playing LoL. I have dual monitors and on one of them I am playing LoL on max settings. On the other I just have a browser or two open and I am recording with fraps. With the specs of my computer I feel as though I shouldn't be lagging. I am open to overclocking both my gpu and cpu and know and understand the dangers.

My specs are as follows

Monitors: Asus vh236h and a Acer S211HL

Case: Rosewill Challenger

OS: Windows 7 32 bit

Motherboard: Gigabyte GA-78LMT-S2P

CPU: AMD-FX 8350 currently at 3.82ghz

RAM: 2x Corsair Vengeance 4gb (8gb total)

PSU: Corsair TX650 v2 650 watts

GPU: Radeon HD 7870

HDD: 1TB Seagate Barracuda

SSD: 256GB Crucial M4

Tell me if it's worth overclocking my cpu or gpu more, and what I should be overclocking them to in order to stop the lag. Or if that's not even the source of the problem, tell me what is... Thanks ahead of time!

Sorry about that I just didn't know where it belonged, and I don't believe it's above 50%
 


That's going to slaughter any gaming, especially a CPU-bound game like LoL.
Try to get FRAPS to run on seperate threads from the game, but that's going to be a pain in the rear end.
If you stop recording, by what massive amount does your fps jump?
