I came up with a quick build, and assumed you needed an operating system within the budget. This build leaves $100 for mouse and keyboard.

Using this deal to drop the price by $55: http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.1270852

Note: if you don't intend to overclock, you could drop the CPU cooler and add a GTX 660.

Edit: The combo is no longer in effect. If you wish to cut costs, consider downgrading to a 3470 or a 3350p and removing the cooler.
