Why am I getting 30fps?

Hello everyone, I am here to figure out why I am lagging while playing LoL. I have dual monitors and on one of them I am playing LoL on max settings. On the other I just have a browser or two open and I am recording with fraps. With the specs of my computer I feel as though I shouldn't be lagging. I am open to overclocking both my gpu and cpu and know and understand the dangers.

My specs are as follows

Monitors: Asus vh236h and a Acer S211HL

Case: Rosewill Challenger

OS: Windows 7 32 bit

Motherboard: Gigabyte GA-78LMT-S2P

CPU: AMD-FX 8350 currently at 4.02ghz

RAM: 2x Corsair Vengeance 4gb (8gb total)

PSU: Corsair TX650 v2 650 watts

GPU: Radeon HD 7870 (Fairly Overclocked)

HDD: 1TB Seagate Barracuda

SSD: 256GB Crucial M4

I have already practically reached my full potential on overclocking both my cpu and gpu. But I mean come on it's League of Legends! I even turned down the settings some and I still get 30 fps. My gpu usage doesn't even go above 50%. So what is the problem? Is it because I have the 32 bit version of Windows 7 instead of the 64 bit so I am not getting the full potential of my RAM? I really need help, thanks!

Mostly a solid 30, is there a way to get this higher? And yes I know fraps will cause an fps drop but I don't feel as if it should be as severe as it is. Considering what I am asking of the computer with my current specs.
 
What game? If I have it I will boot up fraps and run it on my 7870 and record a whatever resolution you do and see what I get.

What resolution do you record at? If you record at 1080p, 30fps steady is great for a 7870.

EDIT: just saw you are recoding LoL. I do not play this game but I can tell you it isn't very graphically intensive.

I bet your fraps is set to cap at 30fps.
