Did you ever receive or make a set of recovery disks from HP when you bought the computer?
If you need them, since your mini doesn't have an optical drive, you would need to reinstall using a USB Flash drive with the windows installation on it.
You can call HP and they can sell you one.
You can try making one yourself, but you would need another computer, at least a 16GB flash drive, and a copy of Windows to install.
If you don't have a copy of Windows or the flash drive, calling HP might be the cheaper route.
