Overclocking i7 2600 non k

Hi, I'm not planning on overclocking now only in the future when it's necessary. I have an i7 2600 non k and a Msi H61m-p21 motherboard. I know this isn't really an overclockers board. With turbo boost, I can go up to 3.8 Ghz. In the bios, there's an option to adjust the cpu ratio. it's currently at 34 because the cpu isn't overclocked but it has the option to put it on 38. If I put it on 38, will I get 4.2 Ghz out of the cpu if I leave turbo boost left on. Is it safe to just change the cpu ratio?
