Computer will not shut down ( HELP )

So I just ordered a PC and it worked great except when I go to turn it off the monitor shut off and Windows ( Win8 ) seems to turn off too since it restarts if I hit the power button again.

But the PC is still on fans are running, cd drive working etc. Pressing the power button does not work either.

I have tried ever solution that was offered and found online and still no go those include -

Changing Windows 8 power functions for fast restart to off, I've checked to see if Windows was up to date it was , I reinstalled it as well still nothing.

At this point I would assume it must be a hardware issue? But I have no clue.
 
Had this happen to me and my asus mb after a mb bios update. The new efi bios can glitch. Sometime the vendor does not wait and pulls the power and ships the pc. Causing the glitch. The fix it easy. Pull power from the wall..get a drink and come back after the mb power light has drained for a few min. Then use the clear CMOS button or jumper. After clearing the CMOS reset to factory default and save and exit. Your shut down issue should be gone. If not look to see if there a newer bios update and try and reflash the bios.

Well I tried clearing the CMOS and reset but the issue still persists.
 
Check the pc vendor web page see if there a bios updates for your pc. Some time the shut down issue is a bad keyboard or mouse. Windows eight does not really power off new pc but puts them into a stand by mode. If there an issue with a mouse or keyboard sending signals to the pc. It won't shut off it still stay on. Try shutting down with another mouse and keyboard and see if the error with one of them. Also try using older USB 2.0 ports.

Wasn't a mouse or keyboard issue, Im not sure about flashing bios though.

Anyway I got this error a few times and its back again when trying to boot the PC it says...

The system has experienced boot failures because of overclocking.

Last settings in Bios setup may not coincide with current H/W states.

Current CPU Speed 20.0 x 200MHz
Current Memory Speed 1333MHz
Current HT Speed 2200Mhz

I dont know what the problem is the PC is new I havent OC'd anything. I've read my RAM and Mobo dont particularly play nice so I suspect possibly something wrong with the Ram but again I dont know. And also dont know if this is directly related to the PC not shutting down.

The errors go away if I unplug and shut it down completely and reboot, it had gone away for away only to recently resurface so again no clue. The PC seems to be working fine when it boots.

 
I would power off and unplug the pc then open the side case and check that the ram and cards are seated. Also check that the small CMOS battery is seated. The mb if working right should not be tossing failures at you brand new if your saving the bios as stock speeds. If your system still tossing codes and not shutting down contact the vendor and get the whole system replaced if they can't help you.
