None of my usb 2.0 mass storage devices are working

I have been trying to fix this for the past 2 weeks. I have a usb 3.0 drive so it hasn't really been a priority but I need to get some files on and off of my phone without having to use Google Drive because it is starting to become a hassle.

I have no idea what went wrong or when. I bought a new computer case and re-installed all of the components and I also got a new phone around the same time. I don't know if the problem came up when I was installing some software or if the problem came up when I was attempting to install my phone drivers. (still haven't gotten that to work. Probably because of the usb problem though)

What is happening:
nothing. I plug them in, there is no sound, no recognition. Power is in fact flowing and data goes through the ports but the flash drives don't work.

Things I have tried:
Reinstalling windows (I usually do it bimonthly to reduce clutter) [Somehow didn't work]
BIOS update [Thought maybe this was the problem after #1, didn't work]
Physical hardware trouble shooting (it is definitely driver side.) [Been troubleshooting for most of the past days and I am almost certain it is driver side]

What I am thinking:
Ever since I plugged my couple of mass storage devices into my computer they haven't worked on other machines. So I think I have a driver problem and it is corrupting the drives. Basically I am pretty sure I need to fix the drivers and reformat both of my flash drives because they aren't working on anything now.

It is possible that the problem was fixed when I reinstalled windows but since the drives were corrupted they aren't being recognized on the new install either.

I am confident that someone on here can help me out so if this was posted in the wrong section please let me know so I can fix it! ^^

Because they do work... I can plug a mouse or something into them and they work fine. My problem is the mass storage devices which I said quite a few times in the original post.
