I am looking into getting a second GPU my mother board has a x16 slot and a x4 slot
My AMD radeon hd 7950 msi twin frozr lll is in the x16 slot atm, if i got a MSI 7970 would i be better off putting that in the x16 and the 7950 in the x4. Or would i be better getting just another 7950 rather than getting a completely new 7970 card would it work better this way? Also would it need cooling?

1. Do not put a GPU in a x4 PCI-e slot. It is not worth it. Huge bottlenecking.
2. When Xfiring, both cards will need to be as similar as possible to avoid issues. An HD7970 will downclock automatically to perform the same as an HD7950 if you were to pair those two cards.

But yeah, 2 is irrelevant since adding a high end GPU in a x4 slot is just not a good idea.

so i wouldn't get any fps increase on any games?

You are likely going to actually cause so many issues that most games would error out.
