CPU Overheat? Cores Aren't

Ok so I bought a new computer with an AMD A6-5400k and didn't know anything about overclocking until I researched it. I know it heats up more(DUH!) and the more voltage I use, the more heat produced and also a few more things. I use CPUID HW to monitor my temperatures. Clock speed was 4.4Ghz but lowered it to 4.2Ghz just in case with voltage as low as I can go.

The limit for my cpu is 70c degrees max, but what does this mean? Does it mean the cores can't go higher than 70c or my ihs/package? Iv'e tried looking for that answer for so long and still didn't find it because I seen people saying it's the cores and other saying it's the package.

That's my first question, my second question is: Is it normal for the cores and the package to be 2 entirely different temperatures? My cores are at 36-40c but my package is 70-90c going back and forth with Prime95 running full load.

Any information would be useful, Thanks in advance!

I believe the 70C max is for the package, but I'm not 100% sure. It doesn't help that AMD doesn't list the goddamn thing on their site.

Not sure how much different the core temps and package temp are supposed to be, but they're gonna be different.
