I opened diskpart as admin and did a format fs=ntfs

Unfortunately my espresso-induced trigger twitch caused me to hit enter before I could finish typing "quick"

I don't care about any data on the disk, I just don't wanna sit and wait for hours. I also don't want to reboot. How do I force the darn thing to quit?

It's a USB stick.

Solution
is there still a process using a lot of table i/o? might try that one. Or you probably have to wait for it to finish. usb stick shouldn't take too long.

Did that already, and stopped the entire diskpart process tree. Still formatting the disk, as I can tell in disk manager.

Only in case if you are talking about a USB with ONE partition, go to diskpart, and clean the disk. This will force interrupt the running command, and gives you a clean drive.
