I need a good build order for a decent programming rig, I have about a $600-$700 budget.

I need it for compiling, it won't be used for gaming.
A minimum of 8 gigs RAM
CPU
Motherboard
RAM
HDD
PSU
Case

I am open to integrated graphics.

I have never done this before, so I am eager to learn from you all.

OK, can you please give us some more information on what type of environment are you going to be programming in?

Is it Visual Studio on Win 7? Is it Gcc on Linux? How big are your projects? How many displays are you hoping to have, and in what orientation?

Without those answers, we can't provide you a good answer.
