CPU Overheating, possibly budget CPU fan?

I've been experiencing some CPU overheating, I'm unaware how long it's been going on for. Originally my temperatures were fine, recently I realized my computer hasn't been performing how it usually has been. I checked my temps and sure enough, my CPU is in the 80s-90s C, GPU and other components are fine they're in the 30s/40s. I attempted to reapply thermal paste, arctic silver paste and the temperature is still the same.

One thing I did notice is the stock intel fan, 2 of the bottom pins are bent so they don't snap all the way down. Could that be the issue? If so what would be a good budget CPU fan to buy?
 
If it doesn't pop all the way through, then it means the CPU cooler and the CPU isn't touching properly, which means the heat won't be transfered as it should.

One of the best coolers for the price is the Cooler Master Hyper 212 Evo. The price shouldn't be much different compared to a stock cooler, around 30$.

Make sure your CPU is compatible with the cooler you will be getting. It's the socket type you wanna look at.
