Computer makes halt sound but doesn't halt

Hello all, I'm posting here because I am unable to solve this issue. My newly built PC often makes the sound it makes when halting or powering on randomly yet the computer keeps working. Also the CPU fan is over 3500 rpm and it's so loud it's driving me nuts. I'm not sure if it's the motherboard, the power supply or what.
Any ideas?

System Specs

CPU: AMD FX-8320
Motherboard: Sabertooth 990FX
RAM: 8GB Kingston 1600 (for some reason the motherboard clocks it at 1333 default)
Power Supply: Tacens Radix VI 850W
VGA: Gigabyte 7870 2GB GDDR5
 
With the CPU fan issue. Check that the CPU fan is plugged into the CPU zero fan header some mb have a CPU-opt plug next to the CPU fan one. Also check that the CPU cooler on tight and right and that there was some thermal paste used. For the ram most ram has intel xmp profile as the max speed for auto detecting. Amd mb don't use xmp profile. Use CPU-z read the spd info of the ram and set it up in the Bios.
