Random Hangs for a few Seconds

Recently my Windows 7 64 bit PC has started freezing/hanging for a second or two and then going back to normal operations. It will happen no matter what I am doing, be it web browsing, gaming, watching videos, etc, and I as far as I can tell it happens completely randomly. The computer was built mid March and the issue only started happening recently.

And this is everything I have done that I can remember so far to try and fix the issue, or at least find the cause for it.

  • ■Updated all drivers[/*]
    ■Unhooked all hard drives except one with OS loaded[/*]
    ■Swapped out to old GPU[/*]
    ■Applied 2 hotfixes recommended in topics with the same/similar issues[/*]
    ■Changed settings recommended in topics with the same/similar issues[/*]
    ■Monitored CPU/GPU/HDD/head usage during problem[/*]
    ■Unplugged all USB devices except for keyboard and mouse[/*]
    ■Checked for viruses/malware/what have you[/*]
    ■Made sure everything is connected tight and secure in PC[/*]
    ■Swapped RAM slots as well as tried using each RAM chip seperately[/*]
    ■Checked every hard drive for errors[/*]
    ■Reinstalled Windows (still happened even with only Windows updates and drivers installed)[/*]

Anything at all that could help me resolve the issue or find out what's causing it would be greatly appreciated.

I also forgot to mention that while watching any flash videos using any internet browser I will randomly lose sound. But it will return if I unfullscreen-fullscreen it again, or if I pause then play the video. This also has only started happening recently and happens randomly. Sometimes I only get 1 'mute' per video, other times it happens every 5-10 seconds after I fix it.
