Strange on-screen ripple effect on Sapphire 7970? (video)

I don't know how it took me so long to notice this, or maybe it just started happening recently, but I'm getting a strange graphics glitch in a lot of games. It is most prominent in first person shooters for whatever reason - it's nearly impossible to see it when playing third person shooters. The game where it is most prominent by far seems to be Crysis 3, but I see it in every title to some degree. Usually it looks like a blurry line in the center of my screen, but in Crysis it looks like a permanent screen tear of some sort. When I play Far Cry 3 it looks more like my character has a ginormous shadow (which is also what it looks like at times in Crysis).

It's not completely deal breaking as some titles it's barely noticeable but in others it makes the game pretty distracting. The other issue is that this severely hampers the resale value of the card, and I do plan on upgrading within the next year. I'd rather not go through any kind of RMA with Sapphire on this, so I'm trying to figure out what the culprit could be.

Early troubleshooting has been unsuccesful. Same problems exist whether it be on stock clocks, with different inputs, with different monitors. I've tried running MSI AB and Trixx seperately to no avail. I don't know what else to try at this point. Anybody?
